Ombudsmen of the Citizen and Enterprise

The Institution

The Ombudsmen of the Citizen and Enterprise is a mediating institution between citizens, businesses, and the Municipality. The institution was established by Law 3852/2010 (Articles 77 & 179) and reinstated by Law 4623/2019 (Article 7).

It is an independent authority, alongside the administration. Its purpose is to identify and effectively address cases of maladministration, corruption, or abuse of power in a timely manner, to ensure the impartiality of municipal authorities, and to improve the quality of municipal services.

The Ombudsman's job is to mediate between the affected natural or legal person and the competent service, as well as to take all necessary initiatives to resolve the reported problem.

The Ombudsman handles cases either in writing, through correspondence with the relevant departments of the Municipality and its legal entities, or verbally, in both cases fully informing the citizen or business concerned of the actions he has taken. The information must be provided, in writing or verbally, within thirty (30) days of the submission of the relevant report or complaint.

The Ombudsman is not responsible for providing legal, financial, or technical advice, for private disputes, for cases pending before the courts, or for the actions of judicial authorities.
